NCSC Adds Post-Quantum Configurations to Its TLS Guidance: TLS 1.3 Only, High Priority Migration by 2031

On October 15, 2026 the UK NCSC added post-quantum configurations to its guidance on using TLS to protect data, following the IETF hybrid key agreement RFC for TLS 1.3, and recommended both hybrid and pure post-quantum options for general use and for UK government OFFICIAL data. It states that TLS 1.3 is the only version that supports post-quantum key exchange and earlier versions will not be upgraded, and ties data in transit to its 2031 deadline for high priority migration. Canada's ITSM.40.001 draws the same 2031 line, so any Canadian operator interface still negotiating TLS 1.2 cannot be configured into compliance.

Why this matters for your infrastructure

Every advance in quantum computing shortens the window for migrating long lived infrastructure off quantum-vulnerable encryption, and data captured today can be decrypted later. Fabric Networks helps energy, government, telecom and community networks move to quantum-safe encryption on their own timeline, not an adversary's.
