Cyber Centre ITSP.20.001: Submarine Cable Guidance Names Tapping, Remote Management and Supply Chain Risks

The Cyber Centre published ITSP.20.001 in October 2026, practitioner guidance on the policy, architecture and supply chain threats to Canada's submarine telecommunications cables, including tapping, traffic manipulation through network and remote management systems, low confidence suppliers and remote communities that depend on a single cable. It recommends zero trust architecture, multifactor authentication, auditing changes at cable sites and route diversity. Anyone building or operating long haul and coastal fibre in Canada now has a federal reference for what a secure design looks like, and the links it describes will carry traffic long after today's encryption is retired.

Why this matters for your infrastructure

Every advance in quantum computing shortens the window for migrating long lived infrastructure off quantum-vulnerable encryption, and data captured today can be decrypted later. Fabric Networks helps energy, government, telecom and community networks move to quantum-safe encryption on their own timeline, not an adversary's.
