The federal migration roadmap: departmental PQC plans by April 2026, annual progress reporting, high-priority systems migrated by end of 2031, everything else by end of 2035.
Canadian Centre for Cyber Security
The Cyber Centre's roadmap sets the Government of Canada's timeline for moving off quantum-vulnerable cryptography. Departments were to have an initial migration plan in place by April 2026 and report progress annually from then on. High priority systems that protect sensitive information are to be migrated by the end of 2031, and all remaining systems by the end of 2035.
A point that matters for anyone planning a migration: the roadmap expects quantum-vulnerable algorithms to be disabled, isolated, or tunnelled, not simply run alongside new ones. That is the standard we plan Discovery Program roadmaps against.
2031 and 2035 are federal dates, and they become yours the day you sell to, connect to or are regulated by the federal government. The line most people skip is the important one: disable, isolate or tunnel, not run alongside. A hybrid key exchange that quietly falls back to classical passes on the data sheet and fails on the wire. We plan every roadmap to the roadmap's own standard, observed on the wire, not asserted.
