On September 29, 2026 Public Safety Canada announced that it and the Communications Security Establishment had held the inaugural in person meeting of the Canadian Cyber Defence Collective Strategic Forum Advisory Council. The release names the Minister of Public Safety, Gary Anandasangaree, the Secretary of State for Combatting Crime, Ruby Sahota, and the Minister of National Defence, David McGuinty.
Private sector members named in the release are Bell Canada, BlackBerry, Canadian National Railway, Enbridge, J.D. Irving, Telesat and WestJet, alongside the governments of Ontario and Nova Scotia. The council's stated purpose is to help Canada anticipate, withstand and respond to cyber threats to critical infrastructure, including threats associated with artificial intelligence. It will meet at least twice a year and publish annual reports starting in April 2027. No funding was announced.
Energy, telecom, rail and satellite operators now have a standing seat with the federal cyber agencies, at the same time as Bill C-8 regulations are being written. The conversation at that table will be about what operators can prove, not what they intend. An inventory an auditor will accept is the first piece of evidence anyone will ask for, and it is the one most organizations do not yet have. Start your Discovery Program.
