NSA's Commercial Solutions for Classified program published Symmetric Key Annex 3.0.0, adding quantum-resistant pre-shared keys for classified solutions. It formalizes symmetric key methods, including RFC 8784 style pre-shared keys in IPsec, as an accepted path to quantum resistance for high assurance networks.
